Highlights
• Homeless Resource Centers (HRC): This proposed ordinance would create requirements with which the two new HRCs must comply in order to operate in the City. The updated proposal modifies landscape buffer requirements for the facilities. The Council may adopt the proposal ordinance at its November 21 Formal Meeting.
• Accessory Dwelling Units: This proposed ordinance would change the City’s Accessory Dwelling Unit (ADU) regulations. ADUs are small apartments that share a parcel with a single-family home. The updated proposal would make this ordinance citywide, but geographic boundaries instead of citywide are also still being considered. The Council requested additional information on reviewing overall effects of the proposal. This item is scheduled for a follow-up discussion in the Work Session by the Council on November 21.
• The Council wants your feedback on “Growing SLC: A 5-Year Housing Plan.” Second Public Hearing: Tuesday, November 21 at 7 p.m. in Room 315 of the City & County Building. The plan, submitted by the Mayor’s Office to the Council, envisions Salt Lake City as a place where all its residents can find safe, secure and affordable housing, and echoes affordable housing goals of the Council’s 2017 Priority on this topic. Ordinance: Budget Amendment No. 2 (Redevelopment Agency Budget Amendment No. 3) for Fiscal Year 2017-18 ~2:40 p.m.

The Council will discuss Budget Amendment No. 2 (Redevelopment Agency (RDA) Budget Amendment No. 3 ). Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. The proposed amendment includes a proposal to use RDA for affordable housing projects.

Ordinance: Utah Jazz Practice Facility Sign Overlay ~3:20 p.m.

The Council will be briefed on a proposal that would amend a section of the Salt Lake City Zoning Ordinance to include the Utah Jazz practice facility located at 1432 South 500 West into the localized alternative sign overlay district on the block that currently houses the Vivint Arena. If approved, the overlay would allow the applicant to install signage that would otherwise not meet the basic standards of the existing zoning.

The Planning Commission forwarded a negative recommendation, however the applicant has requested the Council consider the request. In September, the Council adopted changes requested by the same applicant to the sign overlay district for the Vivint arena block. Petitioner: Larry H. Miller Arena Corporation

Resolution: Housing Trust Fund Loan Request: Garden Lofts, 154 West 600 South ~3:50 p.m.

The Council will be briefed about a resolution authorizing a $1 million loan from Salt Lake City’s Housing Trust Fund to Garden Lofts Holding, LP, to facilitate the development of an 272-unit affordable housing project at 154 West 600 South. The project will feature a mix of one to three bedroom apartments and studio apartments.

Ordinance: Budget Amendment No. 1 for Fiscal Year 2017-18 Follow-up Discussion ~4:25 p.m.

The Council will receive a follow-up briefing about Budget Amendment No. 1 for the Fiscal Year 2017-18 Budget. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. This proposed amendment includes funding for Operation Rio Grande; improvements at Pioneer Park that would remove the shuttered restrooms and open up the center of the park; and many other changes.

Ordinance: Text Amendment to the FB-UN2 Zoning District ~4:50 p.m.

The Council will be briefed about an ordinance that would update the City's regulations in the Form Based Urban Neighborhood (FB-UN2) zoning district.

Ordinance: Petition to Amend Accessory Dwelling Units Related Provisions ~5:05 p.m.

The Council will receive a follow-up briefing about an ordinance that would amend the City's accessory dwelling units (ADUs) regulations. ADUs are small apartments that share a lot with a single-family home. They can be basement apartments, above and inside garages, or entirely separate buildings. The updated proposal would make this ordinance citywide, but geographic boundaries instead of citywide are also still being considered.

Ordinance: Salt Lake City Housing Plan
The Council accept public comment and consider adopting an ordinance for “Growing SLC: A 5 Year Housing Plan” to replace the existing Salt Lake City Community Housing Plan. The plan envisions Salt Lake City as a place where all its residents can find housing that is safe, secure and affordable. The plan outlines goals for creating long-term solutions for increasing the housing supply, expanding housing opportunities throughout the city, addressing systemic failures in the rental market, and preserving existing units.
