Housing Trust Fund
The Housing Trust Fund is a restricted account within the
City’s general fund that must be used exclusively to assist with affordable and special needs housing in the
City. No expenditures may be made from the fund without the approval of the City
Council. Funds are not awarded to individuals.
Funds may be used for:

Acquisition, leasing, rehabilitation, or new construction of housing units for ownership or rental, including transitional housing;

Emergency home repairs;

Retrofitting to provide access for persons with disabilities;

Down payment and closing cost assistance;
-
Construction and gap financing;
-
Land acquisition for affordable and special needs housing units;
-
Technical assistance;
-
Other activities and expenses incurred that directly assist in providing affordable and special needs housing.
Funds may not be used for administrative expenses.
Affordable housing is defined as 1) rental housing for which the annual rent does not exceed 30% of the annual family income which must be 60% or less of the median income for Salt Lake City, as determined by the U.S. Department of Housing and Urban Development; or 2) non-rental housing for which the annual mortgage payment does not exceed 30% of the annual family income which must be 60% or less of the median income for Salt Lake City , as determined by the U.S. Department of Housing and Urban Development.
Special needs housing includes, but is not limited to, supportive housing for people who fit one or more of the following categories: homeless, elderly, mentally and/or physically disabled, domestic violence survivors, and the chronically ill.
Housing sponsors include, but are not limited to, a public entity, a nonprofit, limited profit or for profit corporation, a limited partnership, a limited liability company, a joint venture, a cooperative, a mutual or co-housing organization, a municipal government, a local housing authority or a regional or statewide nonprofit housing or assistance organization.
Housing sponsors must assure long-term housing for the target population and provide evidence of continued affordability of the assisted housing throughout the remaining life of the housing unit as follows:
a) Short term financing (less than five years) will require that the first home owner to purchase the housing unit will meet the income requirement of 80% or less of area median income as established by the U.S. Department of Housing and Urban Development.
b) Long term financing (five or more years) for new

All applications are reviewed by the Housing Trust Fund Advisory Board, who forwards
its recommendations to the Mayor. The City Council has the final approval authority on all requests for Housing Trust Fund
moneys.
