Consolidated Plan 2005-2010
The Salt Lake City Consolidated Plan is a multi-year comprehensive planning document which identifies housing, homeless and community development needs and resources, outlines strategies and goals to provide for those needs, and identifies how the use of federal funds will contribute to those goals. The five federal HUD (Department of Housing and Urban Development) grants covered by the consolidated plan are:
The City administers the HOPWA grant on behalf of a three county area ( Salt Lake, Tooele and Summit), while the
City receives the other four grants for use within Salt Lake City.
The consolidated plan includes an annual action plan that reflects how funds from the five grants will be spent during a specific year. This plan also serves as the
City’s application to HUD for the five grants.
The consolidated plan also includes a citizen participation plan to encourage citizen participation and input in planning and implementing housing and community development projects. The citizen participation plan is intended to provide citizens with ample opportunity to participate in planning, implementing, monitoring and assessing Salt Lake City ’s housing and community development programs and projects. Each jurisdiction is required by HUD to hold two public hearings during the annual review process at two different stages of the process. In order to meet this requirement, Salt Lake City holds the General Needs hearing at the beginning of the annual review process and the City Council public hearing near the end of the process.
The consolidated plan contains a series of specific goals for the five-year period and for each year within that period. The goals include four basic categories of needs: housing, homeless and homeless prevention, public service, and community development.
Salt Lake City adopted its Five-Year Consolidated Plan (2005-2010) in April, 2005.
