When are HOME applications accepted?

The application deadline for 2009-10 year funds is August 25, 2008.

What can HOME money be used for?

The HOME program is known as Title II of the Cranston-Gonzalez National Affordable Housing Act. The general purposes include an expansion of the supply of decent, safe and sanitary housing, especially rental housing, for low-income persons/households by strengthening the abilities of States and local governments to design and implement affordable housing strategies. It is the intent of Salt Lake City, through participation with the HOME program, to maximize participation by the private sector, including nonprofit organizations and for-profit entities, in the implementation of the City's approved Consolidated Plan. This effort will include participation in the financing, development, rehabilitation and management of affordable housing.

Eligible Applicants: This application is to be used by (1) Non-profit organizations (2) For-profit entities (3) Nonprofit Community Housing Development Organizations (CHDO) (4) Public Agencies.

Completion of Activities: Activities funded through this program shall be carried out within 24 months of the effective date of the agreement/contract.

Eligible Activities

This section includes a listing of activities to develop and support both affordable rental units, including, and homeowner and manufactured housing. The housing must be permanent or transitional housing.

Acquisition of land or existing units 
New Construction
Reconstruction or rehabilitation of non-luxury housing
Site Improvements and conversions 
Demolition 
Relocation expenses of any displaced persons, families, businesses or organizations 
Eligible forms of financial assistance 
First time home buyer assistance 
Down payment assistance 
Tenant-based rental assistance 

Ineligible Activities - Funds may not be used for:
Project based rental assistance 
Non-Federal matching contributions required under any other federal program 
Public housing modernization; or 
Assistance under 1987 or 1990 Preservation Acts. 
Commercial properties 
Temporary shelters 
Properties previously assisted with HOME funds 
Rehab programs that do not bring properties to applicable codes 
Acquisition of participating jurisdiction property 

What is the review process for applications and how long does it take to receive the money if my application is approved?

Salt Lake City usually receives about eight to ten HOME applications each year. All applications received in September will be reviewed by the Housing Trust Fund Advisory Board (HTFAB) in January. The HTFAB board will make their funding recommendations to the Mayor in February. The Mayor will then review the projects and make his funding recommendations to the City Council in March. The City Council has the final funding approval authority and makes their final decision in April or early May. The City then files its application with the US Department of Housing and Urban Development by May 15th. If approved, the funds become available in July.
