What do I need to do to sell beer or alcohol to be consumed on the premises in my place of business?

To serve beer or alcohol within your place of business, you must get a license from both the City and the State of Utah, Division of Alcohol Beverage Control (DABC). The DABC will require a signed local consent form from the City and a copy of your Business License Certificate.

Background Checks are required for all Beer and Liquor Licenses. Complete Beer and Liquor Consumption Individual License form and submit to the Business License Office.

Alcohol License Types

Salt Lake City Corporation has the following classifications for beer and alcohol.  Our new alcohol ordinance is found in Chapter 5.51.

ALCOHOL ESTABLISHMENT:

Any business that sells alcoholic beverages to patrons for consumption on the premises, as set forth in section 21A.36.300 of this code.
OFF PREMISES BEER RETAILER: A retail business that sells beer in its original packaging for consumption off the premises, but does not include the sale of beer in sealed containers pursuant to section 32A-10-206(7), Utah Code Annotated (2009), or its successor provision.
SEASONAL LICENSE: A city business license issued to an alcohol establishment that is valid for a six (6) month period corresponding with the periods provided for "seasonal A" and "seasonal B" licenses issued by the Utah alcoholic beverage control commission, pursuant to title 32A, Utah Code Annotated (2009), and its successor provisions. SPECIAL EVENT ALCOHOL PERMITS: A city issued special event alcohol permit is required for all events which are required to obtain from the Utah alcoholic beverage control commission a single event permit or temporary special event beer permit under title 32A, Utah Code Annotated (2009) or its successor provisions, allowing alcohol to be stored, sold, served and consumed for short term events.

Location Restrictions

In addition to any zoning requirements in the City ordinances, establishments that sell alcohol to be consumed on premises must also meet distance requirements set forth by the State.

May not be located:
Within 600 feet of a community location, as measured from the nearest entrance of the outlet by following the shortest route of ordinary pedestrian travel to the property boundary of the community location.
OR
Within 200 feet of a community location, measured in a straight line from the nearest entrance of the outlet to the nearest property boundary of the community location.

Community location means:
1. A public or private school
2. A church
3. A public library
4. A public playground
5. A public park

NOTE: A variance maybe authorized to reduce the proximity requirement if the community location at issue is a public library or a public park.

New Licenses

Before applying for a new license you should first contact the State of Utah, Division of Alcohol Beverage Control (UDABC) to determine what type of license you will need.  They will give you a Local Consent form which we will complete and send to them when you have met our requirements.

Social / Dining Club

 

When applying for a new or renewing a Social / Dining Club license, the Social / Dining Club Registration form must be completed along with three (3) of the Individual Backgrounds.

NOTE: State law requires a minimum of three individuals, officers or directors. Each officer, director or manager must complete an Individual Background form. You must also contact the UDABC for state requirements.
