In 1985, the Salt Lake City Department of Public Utilities
implemented a program to assist customers who could not pay their city utility bills
because of circumstances beyond their control. In a joint effort lead by City
Councilperson Dr. Edward Parker, supported by Mayor Ted Wilson the Public Utilities
Advisory Committee was asked to develop a program to assist the needy with the payment of
their utility bills. As a result the Water Assist program was created. The
Department contracted with the American Red Cross, Greater Salt Lake Area Chapter, to
administer the program. A check off box was added to the utility bill to allow
customers to increase their payment by the amount of their choosing to fund the program. |

Money donated by customers is forwarded to the Red Cross for payment of
city utility bills for customers who meet the established eligibility requirements. Each
eligible customer can receive up to $200 assistance per year toward his or her City
utility bill. Customers who qualify for the County tax abatement program automatically
qualify to receive the maximum amount of $200 toward their account.
Currently, in order for a customer to be eligible for Water Assist, they
must be at 150% of poverty level and/or have a family member who:
- Has a verifiable medical emergency.
- Is age 60 or over.
- Is disabled.
- Qualifies for the County Tax Abatement Program.
The success of the program can by counted in the amount of dollars
collected and spent and in the number of families whose utility service has not been at
risk because of the generosity of customers who donate to this worthwhile program. For
many years, the donations exceeded assistance paid out. As a result, the balance available
continued to grow, causing concern that all customers who were eligible for assistance may
not have been applying for help.
In 1997, at the request of Councilperson Deeda Seed and the City
Council's "Legislative Intent," eligibility was expanded to include income. The
requirements were broadened to include those at 150% of poverty level. In addition,
payment of the maximum amount of $200 was extended to families who qualify for the County
tax abatement program. Prior to 1997, eligibility was based only on having a verifiable
medical emergency, being 60 years or over, or having a disability.
As a result of the changes in eligibility requirements, during the past
twelve months more money was paid in assistance than was received in donations.
Since the beginning of the program in mid 1985, a total of
$114,884 has been collected, with 879 eligible families receiving assistance in the
amount of $83,327.
This program provides the Departments Customer Service Division a
way to help eligible customers who are at risk of service termination. Customer service
employees simply hold termination activity until the customer can contact the American Red
Cross for an appointment to verify eligibility for the Water Assist program. |

for their utility bills, but because of circumstances beyond their control need help on a
temporary basis. It makes it easy for us to help customers who have nowhere else to turn.
We appreciate the caring of our customers who fund this program with their generous
