Emergency Shelter Grant (ESG)

The Emergency Shelter Grant program is a federally funded program that provides funding to improve the quality of existing shelters for homeless populations, to help meet the operating costs of homeless shelters, to increase the number of homeless shelters and to provide essential social services to the homeless. The U.S. Department of Housing and Urban Development (HUD) defines ESG eligible activities as: 1) renovation, major rehabilitation, or conversion of buildings for use as emergency shelters for the homeless; 2) provision of essential services to the homeless; 3) payment for shelter maintenance, operation, rent, repairs, security, fuel, equipment, insurance, utilities, food and furnishings; and 4) developing and implementing homeless prevention activities.

This program advances through an annual process that begins with the solicitation of applications and includes project review by city staff, the Community Development CIP Advisory Board (CDCIP) and the Mayor. Funding recommendations are made by CDCIP and the Mayor to the City Council, which has the final funding approval authority. The City Council approves the final funding recommendations in April of each year. Successful projects receive their funding in July of the year following submission of their application.
