The Historic Landmark Commission (HLC) reviews all applications for landmark sites, demolition and new construction within locally-designated historic districts. They do not review interior work or exterior paint color, only exterior alterations. The majority of the projects presented to the HLC are either approved as submitted or with modifications.

Economic Hardship for Conditional Use

The economic hardship process consists of a panel of three people who make a recommendation to the Historic Landmark Commission regarding the economic feasibility of retaining a Landmark Site or contributing structure.

The applicant chooses a representative, the HLC chooses a representative, and these two choose a third person. This process is used both for demolitions and for conditional use applications when the applicant must prove economic hardship.
